The full text of the Guiding Opinions on the Overall delineation and implementation of the three Lines of Control in Territorial Spatial Planning is as follows。

 In order to coordinate the delineation and implementation of the three control lines of ecological protection red line, permanent basic farmland and urban development boundary (hereinafter referred to as the three control lines), the following opinions are hereby put forward。

I. General requirements

(1) Guiding ideology。Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,We will fully implement the guiding principles of the 19th CPC National Congress,深入贯彻习近平生态文明思想,In accordance with the decisions of the Party Central Committee and The State Council,We will implement the strictest system for protecting the ecological environment, protecting arable land, and conserving land,We will take the three lines of control as the red lines that cannot be crossed in adjusting the economic structure, planning industrial development, and promoting urbanization,Consolidate the foundation for the sustainable development of the Chinese nation。

(2) Basic principles

-- Bottom line thinking, protection first。On the basis of the assessment of the carrying capacity of resources and the environment and the suitability of the development of territorial space, we will make a scientific and orderly plan for the layout of ecological, agricultural, urban and other functional Spaces, strengthen bottom-line constraints, and give priority to ensuring ecological security, food security, and national security。

-- Integration of multiple plans and coordinated implementation。In accordance with the requirements of unified base map, unified standard, unified planning, and unified platform, the three control lines have been scientifically demarcated and implemented to ensure that they do not cross, overlap, or conflict。

-- Coordinated promotion, classified control。We will adhere to overall land and sea planning, up-down coordination, and regional coordination, and establish a sound classification control mechanism based on different functions of the three lines of control in light of different natural resource endowments and actual economic and social development in different regions。

(3) Work objectives。By the end of 2020, in combination with the preparation of territorial spatial planning, the delineation and landing of the three control lines will be completed, contradictions and conflicts will be coordinated and resolved, and they will be incorporated into the national unified and multi-planning basic information platform of territorial space to form a base map, realize information sharing among departments, and implement strict control。By 2035, we will strengthen the planning, implementation and management of territorial space, strictly observe the three lines of control, and guide the formation of a scientific, appropriate and orderly territorial space layout system。

Second, scientific and orderly delineation

4. Draw a red line for ecological protection in accordance with ecological functions。The red line of ecological protection refers to the area with special important ecological functions within the scope of ecological space, which must be mandatory and strict protection。Priority will be given to areas with very important ecological functions such as water conservation, biodiversity maintenance, soil and water conservation, wind and sand prevention, and coastal protection, as well as areas with extremely sensitive and fragile ecology such as soil erosion, desertification, rocky desertification, and coastal erosion。Other areas with potentially important ecological values that have been assessed, although uncertain at present, are also classified as ecological protection red lines。The natural protected areas should be adjusted and optimized, and the adjusted natural protected areas should be classified into the ecological protection red line;If the natural protected areas are adjusted, the ecological protection red line shall be adjusted accordingly。Ecological protection within the red line,In principle, human activities are prohibited in the core protected areas of nature reserves,Development and productive construction activities are strictly prohibited in other areas,In accordance with existing laws and regulations,In addition to major national strategic projects,Only limited human activities that do not cause damage to ecological functions are allowed,It mainly includes: sporadic indigenous people in the premise of not expanding the existing construction land and arable land scale,Repair production and living facilities,Reserve a small amount of planting, grazing, fishing and breeding necessary for life;Strategic energy resources exploration required by the country's major energy resources security,Public welfare natural resources survey and geological exploration;Natural resources, ecological environment monitoring and law enforcement include hydrological and water resources monitoring and investigation of water-related illegal incidents,Disaster prevention and emergency rescue activities;Non-destructive scientific research and observation and collection of specimens approved by law;Archaeological investigations and excavations and cultural relics protection activities approved by law;Moderate tourism and related necessary public facilities construction that do not destroy ecological functions;The construction, operation and maintenance of linear infrastructure, flood control and water supply facilities that must and cannot be avoided and conform to the territorial spatial planning at or above the county level;Important ecological restoration projects。

(5) Delimit permanent basic farmland in accordance with the requirements of quality and quantity。Permanent basic farmland is the cultivated land under permanent special protection to ensure national food security and supply of important agricultural products。According to the current distribution of cultivated land, according to the quality of cultivated land, the cultivation of food crops, and the status of soil pollution, on the basis of strictly observing the red line of cultivated land, the cultivated land that meets the quality requirements will be included in accordance with the law in a certain proportion。If there are problems such as inaccurate demarcation, illegal occupation, and serious pollution in the demarcation of permanent basic farmland, it is necessary to comprehensively sort out and rectify them to ensure that the area of permanent basic farmland is not reduced, the quality is improved, and the layout is stable。

(6) Delimiting urban development boundaries in accordance with the requirements for intensive, moderate and green development。Urban development boundary refers to the regional boundary that can be concentrated for urban development and construction due to the needs of urban development in a certain period of time, and mainly focuses on urban functions, involving cities, established towns and various development zones。The delineation of urban development boundaries is based on the status quo of urban development and construction, and takes into account the carrying capacity of resources, population distribution, economic layout, overall urban-rural development, development stage and development potential of cities and towns, so as to frame the total amount and limit the capacity to prevent the disorderly spread of cities and towns。Scientifically reserve a certain proportion of white space to leave room for future development。Urban construction and development shall not violate laws and regulations to encroach on river courses, lakes and beaches。

Third, coordinate conflict resolution

(7) Unified data basis。Based on the current objective land, sea and island survey data, a unified working base map is formed。The results of the third territorial survey have been formed and identified, and can be directly used as a working base map。If there is a conflict in the relevant survey data, it will be uniformly verified based on the real situation in the past five years and based on the functional rationality。

(8) Top-down and top-down combination to achieve the landing of three control lines。The State defines the principles for demarcation and control of the three lines of control and the relevant technical methods;Provinces (autonomous regions and municipalities directly under the Central Government) determine the overall pattern of the three lines of control and key areas within their respective administrative areas, and propose tasks for delineation at the next level;Cities and counties shall organize the unified delineation of the three lines of control and the boundaries of various spatial entities such as rural construction。Cross-regional demarcation conflicts shall be resolved through coordination by the relevant government departments at the next higher level。

9. Fourth, strengthen safeguard measures

11. Strictly implementing management。Establish and improve a unified national and spatial basic information platform, realize departmental information sharing, and strictly monitor and supervise the three control lines。The three lines of control are the basic basis for the control of the use of territorial space,Involving the ecological protection red line, permanent basic farmland occupation,Submit it to The State Council for examination and approval;For the limited human activities allowed within the ecological protection red line that do not cause damage to ecological functions,Specific regulatory measures shall be formulated by provincial governments;The adjustment of urban development boundaries shall be submitted for examination and approval to the original examination and approval authority of territorial spatial planning。

Strict supervision and assessment。The delineation and control of the three control lines will be taken as the performance assessment content of the local party and government leading groups and leading cadres。The national natural resources supervision agency and the Ministry of Ecology and Environment shall, in accordance with their duties, jointly carry out supervision and supervision with relevant departments, and transfer the results to relevant departments as an important basis for the audit, performance assessment, reward and punishment appointment and removal of leading cadres' natural resources assets when they leave office, and responsibility investigation。
